However, by the 1980s, the automobile market was still dominated by Hindustan and Premier, who bought superannuated merchandise in fairly limited numbers. The rate of automotive ownership in 1981 was about one in every thousand citizens – understandable when the annual highway tax alone value about half the average earnings of an Indian on the time. In 1952, the federal government appointed the first Tariff Commission, considered one of whose purposes was to come out with a feasibility plan for the indigenization of the Indian vehicle industry. The Tariff Commission recommendations were implemented with new insurance policies that may finally exclude companies that only imported parts for assembly, in addition to these with no Indian companion. In 1954, following the Tariff Commission implementation, General Motors, Ford, and Rootes Group, which had assembly-only plants in Mumbai, determined to move out of India. “Today’s signing represents a new chapter in the success story of our BMW Brilliance Automotive three way partnership,” stated Harald Krüger, Chairman of the Board of Management of BMW AG.
